ROAD SAFETY POLICY
1.
Introduction
1.1.
This Road Safety Policy (the “Policy”) of Onetech Group Limited, together with its subsidiaries and affiliated companies (collectively, the “Group”), sets out the Group’s commitment to ensuring safe driving practices and minimising road traffic risks associated with work-related travel.
1.2.
The Group recognises that driving activities present a significant risk to the health and safety of employees and third parties. Accordingly, the Group is committed to ensuring that all driving undertaken in connection with the Group’s activities is conducted safely, responsibly and in full compliance with applicable laws.
2.
Scope and Application
2.1.
This Policy applies to:
(a)
all employees of the Group (the “Employees”);
(b)
contractors, subcontractors and temporary personnel driving on behalf of the Group; and
(c)
any person operating a vehicle for work-related purposes, whether using a Group-owned, leased, subcontracted or privately owned vehicle.
2.2.
This Policy applies to all work-related driving, including travel to, from and within third-party premises, work sites, ports, shipyards, vessels, onshore operational sites and any other locations where work-related driving is required.
3.
Legal Framework
3.1.
All driving activities shall be carried out in accordance with applicable road traffic legislation, occupational health and safety laws and any site-specific or third-party road safety requirements applicable to the area of operation.
4.
Driver Requirements
4.1.
All Employees who are required to drive as part of their duties must:
(a)
hold a valid and current driving licence issued by the competent authority;
(b)
hold a licence appropriate for the category and type of vehicle being operated; and
(c)
comply with all restrictions or conditions applicable to their licence.
4.2.
Driving under the influence of alcohol, drugs or any substance that may impair driving ability is strictly prohibited and is governed additionally by the Group’s Drug, Alcohol and Weapons Safety Policy.
5.
Vehicle Requirements
5.1.
The Group shall ensure that all vehicles used for work-related purposes, including hired, subcontracted or otherwise arranged vehicles:
(a)
are roadworthy and maintained in a safe operating condition;
(b)
are subject to a documented and scheduled maintenance programme;
(c)
hold valid registration, insurance and any other documentation required under applicable law;
(d)
comply with applicable contractual, site-specific and local regulatory standards;
(e)
are equipped with standard safety devices appropriate to their intended use, as specified by the manufacturer or supplier; and
(f)
are not fitted with substandard, unauthorised or non-approved equipment.
5.2.
Operational vehicles used to transport personnel or equipment to onshore rig sites shall, where required by the Group’s internal safety procedures or applicable operational requirements, be equipped with In-Vehicle Monitoring Systems (IVMS) compliant with the Group’s road safety procedures.
6.
Safe Driving Rules
6.1.
All driving operations must be conducted in full compliance with:
(a)
applicable traffic laws and regulations;
(b)
applicable site-specific or third-party road safety procedures; and
(c)
the Group’s internal safety requirements.
6.2.
All trips to or from onshore operational sites shall be planned and executed in accordance with any applicable vehicle booking-in and booking-out systems required for the relevant site or operation.
6.3.
Night-time driving to or from onshore operational sites is strictly prohibited, except in emergency situations and only where prior written approval has been obtained from Group management and, where applicable, the relevant site operator or authority.
6.4.
Fatigue Management
6.4.1.
The Group recognises that driver fatigue is a significant road safety risk and is committed to minimising fatigue-related incidents.
6.4.2.
Employees and other persons driving on behalf of the Group must ensure that they are fit to drive and must not operate a vehicle while fatigued, drowsy or otherwise impaired.
6.4.3.
Drivers are required to:
(a)
take adequate rest breaks during long journeys;
(b)
comply with applicable working time and rest requirements; and
(c)
plan journeys in a manner that avoids excessive driving hours.
6.4.4.
Where an Employee considers that fatigue may compromise safe driving, the Employee must immediately cease driving and notify their line manager or supervisor.
6.4.5.
The Group reserves the right to suspend or prohibit driving activities where fatigue risks are identified.
6.5.
Mobile Phone and Distraction
6.5.1.
The use of handheld mobile phones or other handheld electronic devices while driving on Group business is strictly prohibited under all circumstances, except where the vehicle is safely parked and the engine is switched off.
6.5.2.
Hands-free devices may be used only where permitted by law and provided that such use does not distract the driver or compromise road safety.
6.5.3.
Drivers must not engage in activities that distract from driving, including but not limited to:
(a)
texting, emailing or browsing;
(b)
operating electronic devices; or
(c)
eating, reading or other activities that impair full control of the vehicle.
6.5.4.
Drivers must safely stop the vehicle before making or receiving calls, messages or instructions where such communication is necessary.
6.6.
Seatbelts and Passenger Safety
6.6.1.
The wearing of seatbelts is mandatory at all times for drivers and passengers when operating or travelling in any vehicle used for work-related purposes, where seatbelts are fitted.
6.6.2.
Drivers are responsible for ensuring that all passengers wear seatbelts before the vehicle is put into motion.
6.6.3.
Vehicles must not be operated if the number of passengers exceeds the vehicle’s legal seating capacity.
6.7.
Speed Limits and Defensive Driving
6.7.1.
Drivers must comply at all times with posted speed limits and adjust driving behaviour to road, weather and traffic conditions.
6.7.2.
Drivers are expected to adopt defensive driving techniques and to anticipate potential hazards in order to prevent accidents.
7.
Violations and Reporting
7.1.
Driving safety violations may be subject to the Group’s internal violation or disciplinary systems and may result in disciplinary action, in accordance with applicable employment law and Group policies.
7.2.
Where contractually or operationally required, driving safety violations may be shared with relevant third parties or authorities, where required by law or contract, subject to management approval and applicable data protection laws.
7.3.
All road traffic accidents involving work-related driving must be reported to Group management as soon as practicable and no later than 1 hour from the time of the accident, regardless of fault or severity.
8.
Responsibilities
8.1.
Employees and drivers are responsible for:
(a)
complying with this Policy at all times;
(b)
driving in a safe, responsible and lawful manner; and
(c)
reporting any road safety incidents, accidents or near-misses in accordance with Group procedures.
8.2.
Management is responsible for:
(a)
promoting safe driving practices;
(b)
ensuring awareness of this Policy; and
(c)
taking appropriate action in the event of Policy breaches.
9.
Policy Hierarchy
9.1.
This Policy shall be read in conjunction with the Group’s Drug, Alcohol and Weapons Safety Policy, Health and Safety procedures, and any applicable site-specific or operational road safety requirements.
9.2.
In the event of any inconsistency, the stricter standard shall apply, subject always to applicable law.
